49. To be guiding principles: (1) The directive principles, policies and obligations set forth in this Part shall be the guiding principles for the governance of the State.
(2) The State shall mobilize, or cause to be mobilized, means and resources, as required, to implement the principles, policies and obligations set forth in this Part.
